extra for soft drink refills

I went to my Local Zippy's and was curious to know when the extra charge for refills in restaurant started. I saw that i got charged 60 cents for my soda refill. The menu online Restaurant still list refills as "free".

Thank you for taking the time to write us and inquiring about the “free” refill that’s offered in the restaurant.

Free refills are given when purchasing a large soft drink or upgrading a complete meal and getting a large soft drink for $.65 more. I apologize for the extra charge and ask if you could give me more information as to what was ordered so we can correct the error and make the adjustments.
